since it is probably hardware, what is accessed while handling a eboot that is not accessed at any other time?

Another theory I've had is that it can't do a soft reset/restart, which may be required to boot a game. (My PSP will not complete a soft restart, not even from the recovery menu. It just locks up and I have to hold power switch until it restarts).

Seems problem is related to problems with NAND soldering. Will try it and report as soon as I can .

NAND soldering eh?? That would be great if a fix could be found for this!! Is the NAND a leaded device, or BGA??

I have a topic below this one, same sort of problems, dropped it, now games running off of the MS freeze on the splash screen, and I've got this weird thing where it doesn't shut off when I tell it to, the screen turns black and the green power light flashes over and over for like, 20 seconds, and then it turns off. Music, movies, browser, all of them seem to work fine, it's just the powering off and the games that don't work.

BGA. Some flux and heat should fix it.

So it seems like its a loose solder point between the CPU and motherboard. Try refloing it like how you do on the 360 or PS3. Use a hairdryer instead of a heat gun. You could even look at it under the microscope for hairline fractures in the solder.

Most likely not. Don't get it to close to it. You could even try to put a metal spacer on it if putting pressure on it works. A metal spacer and then put it back together should work too. Maybe like 2mm or something.

Wouldn't metal be a bit dangerous? Could short something if it slips down somewhere, no?

Yea it could but you have to put some thermal paste or double stick tape on the back of it so it won't slip down. It still is dangerous though. I really don't know how hot that chip gets, if it doesn't get too hot you could just put electrical tape on it a couple times.
