Best flying game for PS2 in my opinion is Energy Airforce Aimstrike by Taito/505 Game Street
Not sure if it got a US release, I have the PAL version
It's not as 'arcadey' as the Ace Combat games...more sim-like
Not a big selection of aircraft but it is very enjoyable and challenging
Graphics are good, not great, probably around the level of Ace Combat 4
There are lots of Combat Air Patrols where nothing much exciting happens, just flying to Waypoints etc but, it's more reality based so that is all part of the game play I guess
When there is action it's tough and challenging though
I highly recommend the Ace Combat games. The ones for PS2 are: Ace Combat 04: Shattered Skies, Ace Combat 5: The Unsung War, and Ace Combat Zero: The Belkan War.
Energy Airforce is also an awesome game, and as nomad stated, it is more flight-sim than flight-action/flight-arcade.
In fact, if you have an Xbox 360, Over G Fighters, if I remember right, is the sequel to Energy Airforce. Great games they are.
