Are IRC clients better than P2P programs when it comes to file sharing? If so what is are the most populat IRC clients?

dear dude most p2p programs like bearshare steel so to speek irc movies then let people download and im in canada so its way better cause p2p here is legal so i would have to say p2p but just movies i would have to say irc's

and yes IRC easily beats P2P - it is 100% harder to track and monitor people on IRC
