are you sure this is a pal/ntsc problem, cause it dont sound like it

these are the instructions that came with the download for the patcher

USAGE:
Click on 'Browse' and then choose an ELF file or a CD/DVD PS2 image.
Check the 'MAKE PN SELECTOR' Box for building a P/N selector. Otherwise, uncheck it.
Click on 'Patch File' and read the text output.
AFTER BURN, please report the result at http://www.nofuzz.com/ktd.

NEW: if the patching did not work you can restore the ELF file
of the PS2 CD/DVD image with the backuped one.
Click on 'Browse' and then choose the CD/DVD PS2 image.
Click on 'RESTORE' and select the backup ELF.

The program will first try to change the video mode from NTSC to PAL.
It will indicate you if found any locations to patch, if the ELF is
already patched and the number of locations to patch.
Then it will try to patch the screen Y position. It will indicate you if
can not find any patch locations or if can not patch the locations found.

If you checked the 'MAKE PN SELECTOR' box the program will try to build a P/N selector for you.
In this situation, when loading the game in your PS2 you have the option to choose between
PAL with Y-FIX, PAL or NTSC video mode. A preview of the selector screen is included in the zip.
NEW: the selector includes 3 boot modes. If the game does not boot you may try one of the others by pressing the triangle button in the pad. PLEASE DO NOT ASK ME WHAT EACH MODE DOES EXACTLY BECAUSE I DO NOT KNOW THE DETAILS. The Iop Reboot 0 does nothing but Iop Reboot 1 and 2 reboots the IOP. If the game does not boot with the default just try the others and report.

IF YOUR ELF FILE IS RELEASED BY PARADOX OR KALISTO THIS PROGRAM MAY HAVE NO EFFECT! - usually those games have a intro screen or a P/N selector (The original game code usually is compressed).

BUT DO NOT WORRY! THE PROGRAM AUTODETECTS COMPRESSED ELF FILES.
STILL NOT WORKING AT 100%

Finally I Got It to work!

This only works for Swap Magic. I used Swap Magic 3.3. This is what i did:

1, Get the ISO Of the game
2, Burn to dvd
3, Then Boot a copy of Swap Magic 3. After it loads, eject it. Insert the PAL game. Select NTSC on screen, then press the SQUARE BUTTON for special boot

Done and it works.

one problem though, the screen is a bit off so some of it is a bit just a bit cut off?..i heard there is a way to fix it but i dont know how. If anyone knows how to please share the knowledge:P

Thx

try the copy you converted, which didnt work before,
you can also get a pal/ntsc converter which plugs into the tv.
have you got a good scart lead?

So basically I extract ISO again, use the same program linked here, called PAL to NTSC, and then patch with the PN selector.

That's it. Or did I miss anything, sorry if I was repititve. Thanks.
