Tried to unlock it, but with no success.

Tried 7th & 1st. Could have entered incorrectly, but I don't think I did. Can anyone help. Do I need to enter a different boxserial (what is a boxserial?)or are the above codes incorrect?

Hi. I have a Nokia 6230b locked on cingular network usa
the imei is: 355032001609654
Also when I insert an Orange sim card from Romania it asks for a restriction code.
And is it possible to change the frequency from 850mhz to 900 mhz. I heard that it is possible with some nokia models.
