im looking for a firwall and im just wondering if PeerGuardian can be used as a firewall or is it a firewall specfically for p2p

Peerguardian is not a firewall, just a program that refuses packets being sent to and from blocked ip adresses.

If you read the official phoenix labs site you'll see it says that is not a replacement for a firewall.
