bband is for packet data, not chans, so a 1 meg line would suffice, but bear in mind, if your using the net and also for your packet data for your sat box on a low spped, may interfere

depends in Ireland if customs open the packet or not they have Custom's in normal mail centers in Ireland as well so he can still be caught for VAT @21%

You are usually OK if buying 1 or 2 units. I was charged around 220 euros on delivery of 10
units. This included VAT & import duty. I think initial cost inc shipping was less than 600
euro. So charges were actually around 35%.
