Not too much. Those're the speeds you should be getting for your line speed. You can't go beyond your max speeds. You can pay a little more and get a faster connection. That's pretty slow for cable. I have a 1.5MB DSL connection, which is ancient by most standards. In terms of using BitTorrent, just make sure your ports are forwarded correctly.
