I have tried this about 10 times on a vista machine and an xp machine with two different memory sticks that are both pro duo. All I get is a blank screen with the green light on. I am using the service battery tool from datel.

Same thing happened to me but i managed to solve it. Just experimented around so here are a few ways.
-Format memory stick using windows
-Make sure the missing sector IPL is inside!
-Check that the memory stick is not fake

both memory sticks are magic gate supported, so not fake. what do you mean issing ipl sector is inside?

Well, IPL is actually the main thing that has all the Data and such. It determines how you load your PSP. In this case, the IPL loads the pandora menu to your PSP.
So if you just check, on the root of your memory stick is should say 'msipl.bin' that is the main thing to this pandora.

Oh and put in the memory stick first! Then the Battery. If it doesn't work try the other way.

This method but I formatted the memory stick with windows. And yes i did take ages to make it work. Make sure your battery is charged to at least 60%.

I guess I am just stuck. my battery is fully charged, I formatted with windows, ran the installer and then put in the memory stick followed by the battery. nothing...

Does the memory stick LED and the Wlan flash when you put the memory stick and battery in? If it does then just press X. When its finished flashing after you pressed X press X again and exit. Then remove the battery and replace it with normal battery.
There you have it a blind installation! This process is not dangerous it just doesn't show up so you have to do it :)

for some reason, whenever I run this I never get the screen that has the ipl installer info (the last dos screen on the memory stick section)

You must have that screen to properly advance! That was the same problem with me too. I'm not quite sure how to fix it. All i did was this.
You are about to format the drive 'G' (G letter of your drive), i pressed y and enter. Then i waited for the Memory stick LED for it to finish flashing and then i TOOK OUT THE MEMORY STICK FIRST! DISABLED USB, PUT MEMORY STICK IN AND ENABLED USB MODE.
Try doing it.

I get an error that says
"target drive is 3
check partition sector
cannot open device \\.\physicaldrive3
cannot read partition sector

when you use windows to format, did you format in FAT of FAT32? I did FAT.

Hmm, use a different USB port i suppose. If that still doesn't work, use a computer which is XP.
That means your drive is bad, make sure you format memory stick using windows and then follow my last post.
Formatting is important, it clears your data and the IPL gets put in.

I used FAT32. My screen came exactly the same as Larryljie. Except the memory stick space of course.

I also noticed that when I press y to format the drive, the memory card LED does not flash.

It should do... I'm not really sure about what is exactly wrong. Can you just post the images and steps really carefully of what you do. That way we can get a clear image of your problems.
EDIT: You must format to FAT32!

I have don everything exactly like it says in the tutorial. Even retried it by formatting it fat32. I keep getting the same error. I only have three memory sticks, a 512mb, 32mb and 8gb and have tried all of them and all get the same error. I did not format in fat32 on the xp machine I used earlier today and will try that tomorrow.

yes it will. all you have to do is buy a Datel battery and make a magic memory stick. :)
