your running it now at 2.00d which will have you running under your rated speed.try the 2.66d as i am and it should get you to your 1066 rated speed. once at the 2.66d your ratio should be 5:6 i think it is.
as for your CPU. your batch number is well over the Q820???'s which is a EO stepping my batch # is Q819xxx which is around the last of the CO stepping. id say with your CPU you shouldn't have no problem with getting 3.8-3.9ghz. just up your Vcore a little not much and work with your mem a little to get it set just right at your 1066 rated speed. if i was you i would try for the higher CPU OC first with your mem under clocked. then get the CPU stable and then work on the mem.
that EO E8400 will do 4.0ghz and a little higher but will require some good voltage to it. your not gonna see much difference from 3.8 to 4.0 other than some large numbers in benchmark testing you wont notice the +200mhz difference....myself haven the CO stepping i can run 3.85ghz with some high(not over rated volts) volts but i cant tell the difference. even using dvd-rebuilder i only see a minute of time shaved off from using 3.85ghz
from everyone Ive talked with about the E8400, 3.6ghz is its sweet spot easy to achieve and easy to maintain. dint rack your brain trying to get more out of it like i did. this is a great chip and 3.6ghz ain't no slouch of a OC. i haven't had to change anything in my bios since i have left my OC to 3.6ghz. my temps havent changed volts are the same. other than me messing with my ODD i have had no reason to get inside my case to work on anything.

if you have your 1066mem running stable at that speed i wouldnt try to increase it more. all 1066mem is loosend up ddr2 800 mem you might be able to get a little more out of them but not enough to worry about, causeing you headaches of going back and trying more settings and volts and such.

Good thing you said the Cincyrob. I started to try to push the memory a bit and yes instability would not boot. So i have the memory at 1066 atm at 1.8v and i dropped the cpu volts back to stock 1.23. System booted right up no prblems. Im going to run occt for 30 minutes to give and estimate on my temps ill report it as soon as its done..
By the way if there is another program better than occt to try please feel free to advise..

Sam, I just saw your post before your edited it!lol. The bit about GTA4... I have the game and have never had any lag on it?, thats with all maxed out settings except the view distance which is almost on max...
Have to agree with the bit about the coding of PC games though... very dire..

Ok occt is done. Now im currently trying the intel burn test software.
Then i will post results. I have a question though. If im correct 32bit software wont identify 4gigs of ram. Correct me if im wrong. Im currently looking over my mobo instructions cause i swear i read that there was a stting to have the os identify the 4gigd. This sound right?

Not really, 64-bit OSes can do it, 32-bit ones can't, that's about all there is to it really.

The reason it wouldn't boot was because you exceeded your memory limit. The highest you can go at 2.66D will be about 420mhz FSB I expect, which will net you 3.7-3.8.

@ Sammorris, If were talking about the cpu i had it to 3.9 @1.24 and did 30m of occt. The temps on that i have on file also i believe it was 54-57 it fluctuated. I had asked if these temps were alright. But i backed it backed to 3.6 and these are my temps. now as you see.

Chop what was your temps when running IBT(intelburntest)?
with OCCT temps you show those are fine. for E8400 70c is where i would worry if you got up that high. if you used dvd-rebuilder i bet your temps would barley hit 50c.
speaking of intel burn test.. thats a way newer version than the one im useing. mine is v1.6. i need to look into that newest one.. only thing i dont see if it says it passed or not????
hmmm interesting. i just DL'd the 1.9version. still looks the same as 1.6 that i had.. mine dont show any of that info it is showing in Chop2113's screen

My Bad forgot thaat. Occt had my temps between 58-61 through out the whole test. Yeah it doesn't say past but states to check that the residual(norm) are all equal if not i did not i did not pass. All mines were equal. I passed it..:)

shouldn`t error detection be turned on on intel burn test or you wont know if it passed without errors :oS !!!
ok just read the bit about residual norm values lol :o)

Yeh its a quad under phase cooling though. I think as the review says people will hit 4ghz under air with them in the end :o)
waiting to see what the am3+ phenom 2's can do now lol.
for the pricepoint of a top end am2+ build it isnt too bad, aimed at mid end intel by the looks of things.
Still we all know intel will clock higher easier, but its nice to see amd finaly offering something half decent after all this time.

looks like they are finally ready to play the game with intel. Guess maybe its cause the ati dept is doing good now with there 4800 series cards.

I think they are far from in the game at the moment, intels 45nm processors are seasoned and proven, plus they run cooler meaning higher oc's, i think we can say they are catching up, but we still dont really know if they have any aces up their sleeve.
I know they are planning processor cores / graphics core/cores? on one chip, but even then both run hot at the moment, so is that the flaw in their idea?
i think by the end of the year they might match the current high end intel chips, but then intel will still be ahead with newer tech.
unless they have that elusive ace again ;o) who knows. Its good for everyone as prices drop, and with the worldwide recession amd might be playing the smarter hand with the cheaper chips? only time will tell.
"Guess maybe its cause the ati dept is doing good now with there 4800 series cards."
yeh hadnt thought about that, more 4800 series cards sold the more money they can invest in research and development, if theyre combining the techs then they can pool the money . . . . .
