Let me elaborate a little more. I created the boot disk first. That went fine. Then I shut the computer down, unplugged the hard drives and plugged in mine. Then I went in and told it to boot from cdrom first. Then I restarted with the cd in, and it boots up to a grayish screen with a little white line, but nothing else shows.

does it tell you an error code

No, no error code. No words or anything. Just a gray screen with a little blinking white line. Almost like an underscore. This is all on my computer, by the way. Not the xbox.

No. The FTP worked fine. I copied over the C and E drives as well as eeprom.bin. This problem occurs when I try to boot up with the cd on the new HD.

I haven't tried booting up the hd normally. It's brand new, therefore blank. I did try to boot up the cd with my other hd, and got the same problem.

I doubt it. It would be hard for the cd to be faulty. I even reburned it a couple times using a CD-RW with the same results, thinking that was the problem.

It's a brand new hd with no operating system installed. When booting it, you have to have a boot disk in, otherwise you get an error saying "Cannot find boot device, please change boot method or insert cd"

you may be stuck then i created a computer i made to resource cds just in case with a 300gb hard drive and it works perfectly

I'm not entirely sure how a resource cd is going to help me here... This is a problem with booting up the new hd.

a resource cd bring back all source of the original data or creates it so try to get one off dell maybe that should work
