It would seem that the bulk of people are using Windows and still running into problems, which is why I have taken this time to make a good, detailed guide that will hopefully be of some use.
IF YOU FOLLOW MY INSTRUCTIONS AS THEY ARE PRESENTED TO YOU, I GUARENTEE YOU WILL HAVE A WORKING RUNESCAPE SERVER
The absolute first thing are going to need in order to do this is your Desktop. Its wonderfully helpful for storing things. I suggest making a new folder (right click -> new -> New Folder) and naming it something like "Runescape Stuff"
It is in this folder that you will dowload the server and the client.
For those of you with no memory span at all, the links are as follows:
The Server: http://mmorpg.ragezone.com/Runescape/20051104-server.rar
The Client: http://mmorpg.ragezone.com/Runescape/rsprivservclient.rar
Download both of these into your "Runescape Stuff" folder. If, for any reason, you are not smart enough to download them correctly - please abandon all hopes of owning your own server and go donate your computer at the nearest goodwill.
Once download, extract the contents of the 20051104-server.rar into a new folder within the "Runescape Stuff" folder. Lets call it something catchy and original - "Server Stuff." Now that you've done that - DON'T touch any of it until instructed to do so.
Now go ahead and extract the rsprivservclient.rar to a new folder within the "Runescape Stuff" folder. We'll call it (you may guess this one) "Client Stuff"
Go ahead and right click on your rsprivservclient (the one with the neat icon) and use your "Send to" option to send it to the desktop as a shortcut. If you want, you can go ahead and rename the shortcut (the one on the desktop) to "Runescape".
Now for the most important part! You need to get a Java SDK (service developers kit) from the link I am about to give you. Don't panic - its free. But before I give you the link there are a few things that you need to know:
1)to save bandwidth, the makers of the SDK do not give out the full link, but rather an odd little java-based downloader thing.
2)When the option to Save or Run appears, go ahead and run, it is very small and a flash screen will apear momentarily.
3)When the flash screen fades away, a few windows will pop up as it prepares to connect to the site and fetch the file you will need. Just keep agreeing and clicking okay/next (or whatever you have to do - if you've ever installed anything I'm sure you can figure this out.)
4)It will eventually come to a screen that has a file window (only one file should show, and that is the SDK install file), go ahead and click start (lower left).
5)Depending on the speed of your connection, the file may take several minutes. Sorry about that, but its the only way for you to obtain the needed java compiler program Javac.java - without it the server cannot run.
6)Once the download thingy is done, the install file will be saved to your computer (for most people, this is going to be saved either on the desktop, or the "My Documents" folder), find this intallation program and run it all the way through. The installation will take a little time to appear, be patient.
Okay do you think you have all that understood? You MUST, and I repeat MUST follow the steps as I have presented them to you, otherwise you will incounter errors. But, if you feel that you are ready, you can go ahead and use the steps I just went over to install your SDK, which, for this purpose, will be Netbeans: (Make sure to select Windows at the bottum, then click the download bar)
(If for any reason the link does not work, go to www.sun.com and in the search bar to the top right search for "Java SDK", a listing will appear with tabs at the top. Click on the "download" tab and click on the top listing. You will have the choice of Netbeans (to the left) and another item (to the right). I've tried both, netbeans is easier - just use it. A window will appear with a bunch of options and list of stuff, click on the first "Download" option below the "Japanese" option towards the top right. You'll have to click a little round button that says you agree to something (some legal gumbo), then a window will appear asking you to select your platform (which will be windows for the bulk of people, which is the last one in the list), select your platform and click the orange bar below.)
Once your SDK installation is finished, find the "j2sdk1.4.2_13" folder, usually located at C:\j2sdk1.4.2_13 which you can access via the "My Computer" option. Inside of it you will find a good number of folders and some other stuff. Open the "bin" folder. You should now be in C:\j2sdk1.4.2_13\bin and if you look around you will notice something very important - the JAVAC file!!!! Woot! MINIMIZE THIS WINDOW - DON'T CLOSE IT.
Now, you need to copy everything in your "Server Stuff" Folder (for those of you who got distracted by your family pet and have no idea what I'm talking about, its in your "Runescape Stuff" folder on your desktop. IT IS VERY IMPORTANT TO COPY EVERYTHING IN THE FOLDER, BUT NOT THE FOLDER ITSELF. Once you've copied everything go back to your C:\j2sdk1.4.2_13\bin folder (which should be minimized) and paste everything in it. Presuming you don't fail at life, if you highlight everything in the folder and rightclick on one of the files, the click on properties it should say "Size: 1.45 MB (1,530,837 bytes)"
Don't worry about the "Size on Disk" thing, thats some technical stuff.
Now, before we do anything, you need to locat the "Compile" file you just copied into the "bin" folder. Double click on it and wait about a minute before closing it. DO NOT CLOSE THE FOLDER, THERE IS STILL MORE WORK TO BE DONE!
Once you've compilied your server (you'll notice that you got no errors ^^) you need to locate the "Run" bat file that you just copied over and right click on it. Send it to the desktop as a shortcut. If you want, you can rename it "Server"
Are you ready for this?
Close everything out and get back to your desktop. You should have two shortcuts there, one for the Run.bat, and one for the client application thingy (neat icon). Double click on the shortcut for run. Another black window will appear saying it has started blackscape server - DO NOT CLOSE THIS, MINIMIZE IT. Now go ahead and click on your client. A familiar Runescape game window will open up. Put anything you want in the user name (please note these are case sensitive, meaning that "player" and "Player" will get two different characters). And under server put 127.0.0.1 and click log in.
You will appear in varrock in your own server, it shouldn't take you too long to become disatisfied with how buggy things are though. But fear not. I am working with a great group of 5 other technitions who are dedicated to updating this server client, bringing back the monsters and NPCs, and getting things running as they should. It will take some time but we are dedicated to doing it, even if it means translating everything to PEARL.
.....ok....my problem is(still not solved) this 'java' is not recognized as an internal or external command"on moparscape

Alright, I'm back... Lets see here...
To address everyone's main issues lets cover some basic things:
1) I reccomend using the Netbeans SDK, because it includes a java compiler.
2) You need to move ALL of your Server files into the same folder as your JAVAC (the compiler thing). If, for some reason, you've lost it you can search for it by going to Start -> Search -> All Files and Folders -> And typing in "javac".
3) Once everything is in the same folder as the Javac, run the compiler and wait about a minute. It should not give you any form of error, the text displayed will simply tell you to push any key to finish.
4) Only AFTER you have ran the compiler (which you should only have to do once, there is no way to "Compile things seperately" with this server), should you try to run the "Run.bat" thing.
5) You must leave the DOS window open that Run.bat will bring up, that is where your server actually is. It will say something like "Blakescape Server started at 127.0.0.1" and change according to what people do on the server.
If you follow those steps and the thing STILL isn't working you may need to review all of my directions a bit more slowly and try doing things as I present them to you, even if it means doing it again. Sorry I cannot be of further assistance, but aside from visiting each of your houses and doing this myself, my power is a bit limited.

Well, if I had caught that last guy before he posted his email, I could have perhapes helped him, but now I can simply answer his questions and hope that his pwned spirit somewhere hears the answers...
Firstly you need the Netbeans Download which I have provided detailed instructions as to aquiring within my guide. You will find this includes two installs, one for a Netbeans SDK, and one for a Java SDK. Memorize where the Java SDK is being installed and locate that folder once the installation is complete. The folder will have a couple various folders in it, the only on of intrest is the one labled "Bin". That is where you will locate JAVAC. Now it is important that you copy ALL of you SERVER files (those that you downloaded and uncompressed from the download provided in my guide) and paste them into this "Bin" folder within the Java SDK itself. From here, you should be able to pick up in my guide and follow the remaining steps without confusion.
Dear Moderators,
Thank you for resolving that bit of curiousity I was having about Ranking, as promised I have edited the lower half of this post, removing the question.

Oh, wow. Okay, if you're not familiar with something as common as WinRAR, owning a server isn't for you, but in any case, just to be helpful, what you're looking for is a program called "WinRar" and the best place to download it is right here: http://www.download.com/3000-2250-10007677.html
Download and install this little program and you'll be able to open up a world of things: .iso's, .rar's, .7z's,.zip's,.cab's and even more. That should move you down on the list of instructions towards setting up your own server.
Hope that helps.

The only reasons it would give you that is if your computer is not capable of running it, or your computer is too lagged out. I don't know the system specs, but Windows XP and 512 MBs of RAM will run the install really nicely (as demonstrated on one of the junk computers in my closet). If you can upgrade your system I recommend doing so.
If you feel like you are as up-to-date as you need to be, then try making sure that your ram is being utilized properly. Start by clearing your Internet Cache. This can be done by going to the Control Panel, then to Internet options, and on the choosing to "Delete files" while making sure that the "offline files" check box is checked. That will free up space on your computer from temporary internet files. If it still does not run, try closing out any and all programs that use a high memory demand such as Bearshare, Yahoo IM, AIM, ect.

This is really annoying, I spent almost all morning trying to get my private server working -_-...

Go to moparscape because moparscape automatically installs and mopar scape has better private servers. And unlike this kind of private server moparscape actually has pking in the wilderness. Trust me moparscape is a lot better. Here are the links:
download: http://www.moparscape.org/moparscape.html
play on the website: http://www.moparscape.org/
Trust me
I was running a private server in 5 minutesd with moparscape
And it is a the best private server program around
Its both client and server
